Belleville Council Turns to Implementation After Borrowing By-law and Traffic Updates

Belleville City Council passed the 2026 borrowing By-law and approved $600,000 in blanket purchase orders for fleet repairs at its first meeting after the holiday break, with $300,000 directed to Prevost and $150,000 each to Rush Truck Centre and Premier Truck.

Those actions, paired with traffic By-law amendments and an updated Community Improvement Plan, leave city staff with a series of concrete tasks that begin immediately and stretch through the balance of the year.

Fleet repairs and borrowing authority

The $600,000 allocation covers routine and emergency work on municipal vehicles. Prevost receives the largest share because the company already holds service contracts for several transit and public-works units. Rush Truck Centre and Premier Truck will handle the remaining repairs under the same blanket orders, which avoid the need for individual tenders on each job.

The borrowing By-law itself authorises the city to issue debt for capital projects already approved in the 2026 budget. Staff must now schedule the actual bond or debenture sales and report the interest rates back to council at the next regular meeting.

Traffic changes and housing incentives

Council also amended the traffic By-law to install a three-way stop at the Essex Dr and Kipling Dr intersection. Public-works crews will order signage and pavement markings, with installation expected once materials arrive. The change addresses resident complaints about visibility and speeding on the two residential streets.

At the same meeting the city adopted its updated Community Improvement Plan. The plan targets housing, downtown revitalization and Brownfield redevelopment. Most incentive programs are now active; Programs 1, 12 and 14 remain paused pending further review. Property owners can begin submitting applications for the active streams starting next month.

These decisions set the immediate workload for several departments. Finance staff will prepare the first draw on the borrowing authority, engineering will finalise the stop-sign installation, and planning will process the initial Community Improvement Plan applications. Council will receive progress reports on each item at its regular sessions through the fall.
