Belleville Infrastructure Expansion: Key Projects and Planned Upgrades

The City of Belleville has embarked on a significant period of infrastructure development as part of its 2026 Approved Capital Budget. These initiatives span critical utility upgrades, road reconstruction, and public transit improvements designed to bolster the city's operational capacity and accommodate the needs of a growing community.

The Avonlough Sewage Pumping Station

Among the most substantial developments is the initiation of the Avonlough sewage pumping station. According to city records, this undertaking represents the largest infrastructure project ever managed by the municipality. A contract valued at $38.1 million has been awarded to Peak Construction Group Ltd. for the first phase of this facility. Once completed, the total cost for the station is estimated at $85 million, with the project specifically designed to support 9,000 new residents as the city continues to expand.

Road Reconstruction and Utility Renewals

Infrastructure work is visible across various thoroughfares as the city addresses aging water and sewer services. Major reconstruction along Bridge Street East, specifically the stretch between Herchimer Avenue and Haig Road, commenced in May 2026. This project is currently underway with an expected completion date in the winter of 2027.

In addition to this major arterial work, the city is proceeding with the full reconstruction of Orchard Drive and Pringle Drive. These projects involve essential water, sewer, and road replacement works, which are anticipated to be finished by the end of 2026. Looking toward future planning, the council has identified several other routes for proposed improvements, including sections of Church St, Pinnacle St, and Victoria Ave, alongside broader capital commitments like the Old Highway 2 Reconstruction, Meyers Pier Rehabilitation, the Wastewater Treatment Plant Expansion, and the Fire Hall #2 Relocation.

Public Transit and Active Transportation

Belleville is also directing resources toward public transit and active commuting. The city has committed an investment of $4.16 million toward six public transit initiatives. These funds are designated for the purchase of new hybrid buses and the development of the Hydro Corridor Trail. This program is bolstered by external support, receiving $4.69 million in federal funding and an additional $3.91 million from provincial sources.

Residents can expect these construction zones to remain active through the latter half of 2026 and into 2027. Motorists are advised to monitor official city communications for ongoing updates regarding traffic diversions or project timelines as work progresses on these designated sites.
