The Welcoming Streets program operates in Belleville to foster positive relationships between downtown businesses and vulnerable individuals. It enhances community safety through systems navigation and de-escalation support. Community Services of Belleville and District provides fee-based counselling for individuals, couples and families experiencing relationship problems, with limited subsidization available based on income. The Relationship Centre offers in-person therapy for couples and families at 393 Sidney Street, serving the Bay of Quinte region including Trenton, Napanee and Prince Edward County.
Traffic Changes and Council Actions
Belleville City Council amended the traffic by-law to establish a three-way stop at the intersection of Essex Dr and Kipling Dr to improve safety. Council passed the 2026 borrowing by-law to fund approved capital projects and approved $600,000 in blanket purchase orders for fleet repairs in January 2026. The council adopted an updated Community Improvement Plan focused on housing, downtown revitalization and Brownfield redevelopment.
