Belleville Voters Decide November Bond for Road, Transit, and Workforce Facility Projects
Voters will decide in November whether the city issues bonds to support construction employment and maintain transit and public buildings used daily by residents.

The Belleville Infrastructure Bond Referendum on the November 3 2026 ballot would authorize the city to issue 85 million dollars in general obligation bonds for road repairs, a new transit maintenance depot and a workforce training center attached to the existing public works yard on South Illinois Street.
The measure follows the March 2026 update to the city's capital improvement plan, which listed 47 miles of streets rated in poor condition and projected a 12 million dollar shortfall in routine maintenance funding through 2028.
Proceeds are allocated across three categories. Twenty-eight million dollars would cover resurfacing on segments of Main Street and Route 159. Thirty-two million dollars would fund the transit depot and related bus fleet upgrades. The remaining 25 million dollars would build the training center intended to prepare local workers for construction and maintenance roles.
Jobs and Training Provisions
City documents state that the training center would offer certification programs in heavy equipment operation and facility maintenance, with an initial enrollment target of 180 participants per year. The legislation requires that at least 60 percent of project labor hours go to workers residing in Belleville zip codes 62220 and 62221.
Service and Infrastructure Effects
Residents would see continued operation of the fixed-route bus system serving the downtown terminal and the industrial park, along with replacement of two aging bridges on East Main Street that currently carry weight restrictions. The public works department report from March 2026 noted that bridge postings affect 14 daily truck routes used by local manufacturers.
Ballots will be mailed to registered voters beginning October 12 2026. Certification of results by the St. Clair County clerk is scheduled for December 1 2026, after which the city council would set the bond sale timeline if the measure passes.
