Belleville Council Approves New Waste Plan, Changes Collection August 2026

The Belleville City Council voted on July 11 to implement a revised Waste Management Plan that restructures waste collection services citywide. This policy change involves new pickup schedules, adjustments in waste bin allocations, and updated fees for both residential and commercial properties. Council documents indicate these changes will begin on August 1, 2026.

The timing follows rising operational costs for waste services and sustainability goals set by Belleville’s 2025 Environmental Strategy. The city’s waste department reported increased expenses attributed to fuel price inflation and new regulatory requirements on landfill management. The council says the plan aims to maintain service quality while meeting environmental obligations, such as reducing landfill waste volume by 20% over the next five years.

Impact on Residents and Businesses

For residents, the plan alters the weekly waste pickup. Residential garbage collection will shift from twice to once weekly, while organic waste pickup will increase from biweekly to weekly. The city’s official briefing notes that this change intends to encourage composting and reduce landfill contributions. Properties with more than four occupants are eligible for an extra 240-litre organic bin, an increase from the current allowance of one bin per household.

Commercial properties will see a recalibration of service fees tied directly to waste generation volume, rather than a flat rate system. Local small business owners are expected to receive tailored assessments for service levels, reflecting the actual amounts of waste produced.

The revised Waste Management Plan projects operating costs of $12.4 million for the 2026-27 financial year, a 6% increase from last year’s budget allocation. Household waste service fees will rise from $180 to $205 per annum starting with the September billing cycle, according to the council’s budget update. The council states these fees remain below the average for similarly sized cities in the region.

Data released by the waste department estimates Belleville households produce an average of 350 kilograms of garbage per year, with organic waste making up roughly 40% of the total. Officials say the intensified organic waste collections will help divert approximately 3,500 tonnes of waste from landfills annually. The city also plans public education campaigns to support resident participation in these new waste separation efforts.

Following this approval, city administration will roll out detailed communications including updated waste collection calendars and guidelines by mid-July. Residents can expect informational leaflets delivered to homes, as well as updates on the council’s website outlining bin use and collection days.

The council has scheduled a review of the Waste Management Plan’s effectiveness for mid-2027, considering community feedback and environmental impact data to determine if further adjustments are needed.
