Belleville Planning Committee Advances Single Zoning By-Law Consolidation

The City of Belleville is undertaking an Official Plan Review to update its 2021 Official Plan, which was approved by the Province in 2023 and guides growth to 2038. The review is occurring alongside a separate recommendation from the Planning Committee that city council approve a new consolidated zoning by-law.

Planning decisions in Belleville directly shape where new housing, shops and workplaces can be built. Changes to the Official Plan and zoning rules therefore affect the pace and location of development that residents encounter in their neighbourhoods.

Proposed Zoning Consolidation

The Planning Committee has recommended that council replace three outdated by-laws with one consolidated document. The proposal would merge 31 residential zones, 21 commercial zones and 16 industrial zones into a total of 16 zones. The Planning Advisory Committee has also confirmed that appeals of planning decisions are now limited to applicants, the minister, approval authorities, public bodies and specific persons who made prior submissions.

For residents, the narrower appeal rules mean fewer parties can challenge council decisions after they are made. Property owners and businesses seeking to develop or renovate land would work within the new, smaller number of zone categories rather than the current larger set of separate rules.

Next Steps for Residents and Council

The recommendation now moves to city council for consideration. Once adopted, the consolidated by-law would apply city-wide, replacing the previous framework that residents and applicants have used for development applications. The Official Plan Review is expected to continue on its own schedule and will set the broader growth direction through 2038.

Residents who participate in planning processes will need to follow the updated submission requirements to preserve appeal rights. City staff will continue to process applications under the existing rules until any new by-law takes effect.
