Belleville Updates Zoning By-law to Permit Three Units per Lot with Housing Accelerator Fund Grant

Belleville updated its Zoning By-law and Official Plan to permit up to three residential units per lot in serviced areas, including attached and detached accessory dwelling units. The changes were supported by a $10.5 million federal Housing Accelerator Fund grant received in December 2024 that targets construction of 259 homes over three years and over 10,500 homes over 10 years.

The City completed a Housing Needs Assessment in May 2025. It is now updating its Official Plan to support missing middle housing and higher-density development in built-up areas. These steps follow the grant award and address documented local housing requirements.

Grant-funded projects at specific sites

In 2026 Council approved a Community Improvement Plan for the former Queen Mary School site. The plan facilitates up to 145 new units, including a minimum of 45 affordable housing units, and uses up to $1.875 million in development rebates recouped via Housing Accelerator Fund resources.

Belleville offers $5,000 financial incentives per accessory dwelling unit for new or existing housing. Funding is available on a first-come, first-served basis and applies to projects that meet the updated zoning rules in serviced areas.

Effects on Belleville residents

Residents in serviced areas can now apply for permits that allow additional units on existing lots. The incentives reduce upfront costs for property owners who add accessory dwelling units. The Queen Mary School site plan adds new housing supply in one neighbourhood while reserving a portion for affordable units.

The City directs Housing Accelerator Fund resources to these initiatives. Additional Official Plan updates are expected to guide further development in built-up areas based on the May 2025 Housing Needs Assessment findings.
