Ile-de-France Caps Rent Increases Near Canal Saint-Martin Starting Next Quarter

The Ile-de-France Regional Assembly passed the Housing Affordability Adjustment Bill on 2 July 2026, introducing caps on rent increases for existing leases in designated urban zones that include the Canal Saint Martin corridor.
Paris recorded 48,000 rental units subject to the new caps under the bill, according to the regional budget paper released the same week. The measure applies to properties within 500 metres of the canal waterway and takes effect for lease renewals after 1 September.
Changes to household expenses
Residents in the affected blocks will see maximum annual rent rises held to 2.8 per cent, down from the 4.1 per cent average recorded in 2025 city records. A two-bedroom apartment currently leased at 1,150 euros per month would therefore face an increase no higher than 32 euros under the new formula.
Local shop owners who rent storage space above their premises on Rue de Lancry report that the same ceiling applies to commercial leases under 150 square metres, a category that covers 210 businesses in the immediate canal neighbourhood.
Next steps for implementation
The regional housing authority will publish the official list of covered addresses by 15 July, after which landlords must file compliance declarations through the existing Paris rental registry. Tenants can request adjustments through the same portal if their next rent notice exceeds the cap.
The government projects that 3,200 Canal Saint Martin households will submit adjustment requests in the first six months, based on the volume of lease renewals logged in 2025. The bill also directs 12 million euros from the regional housing fund to support verification staff at the Paris prefecture.
