10th Arrondissement Recalculates Municipal Service Fees for Canal Saint-Martin

The 10th arrondissement began phasing in the Revised Municipal Services Funding Policy on 1 July 2026, changing how commercial and residential properties contribute to street cleaning, park upkeep and waste collection, with the 10th applying a higher base rate on canal-side businesses than the 11th arrondissement but a lower one than the 19th.
Paris city budget documents for 2026 record that the 10th arrondissement receives 12 million euros in transfers under the policy to cover these services, an amount set after the council adjusted contribution bands to reflect property values recorded in the 2025 cadastre update.
Why the timing matters for the 10th
The change follows the national update to local revenue rules passed in late 2025, which requires each arrondissement to recalibrate its share of service costs by the end of 2027; the 10th chose an earlier start date than the 3rd or 4th arrondissements, which have deferred implementation until 2027.
Under the new bands, a ground-floor shop on the Quai de Jemmapes now pays an extra 180 euros a year toward canal maintenance, while equivalent premises in the 11th pay 120 euros and those in the 19th pay 240 euros, according to the schedule published by the Paris finance department.
What residents will notice
Households in the 10th will see the adjustment appear on their next property-tax notice, with the portion earmarked for local services rising by an average of 35 euros annually for apartments under 60 square metres; the same size unit in the 12th arrondissement will rise by 22 euros.
The government projects that the revised contributions will allow the 10th to increase winter tree-pruning rounds from two to three without drawing on central Paris reserves, a step already scheduled for December 2026.
Further notices detailing exact amounts for each address will be posted by the arrondissement tax office in September, after which property owners have 30 days to request a review of their band classification.
