National budget papers released in May projected slower growth in regional capital spending after Paris adjusted its own 2026 outlays, which prompted the regional assembly to fast-track the bill before the summer recess.

Residents who use the canal towpath for commuting or rely on the 46 and 91 bus routes that cross the waterway will see scheduled work on lock gates and adjacent paving listed in the bill's schedule for the first quarter of 2027. Local advocates note that these repairs have been deferred since the 2024 flood season, when water levels rose above the normal 1.8-metre mark at the Écluse des Récollets.

Policy analysts at the regional planning office state that the bill earmarks 12 million euros specifically for the 10th arrondissement segment, with the remainder split among five other waterways. The legislation states that disbursement requires quarterly progress reports to the council's transport committee, whose next meeting is scheduled for September.

Community groups that monitor the canal's public spaces have submitted written comments to the council secretariat asking for advance notice of any towpath closures during the peak tourism months of April through June. The government says the policy will require contractors to publish closure maps at least 30 days in advance on the regional transport website.
