Under the freeze, a typical two-person household will continue paying the existing 38 euros per month for combined water and waste services rather than the 39.60 euros that would have applied after the increase. Larger families in multi-unit buildings receive the same fixed rate, which the city finance department calculates will hold total annual outlays at 456 euros per property.

Local advocates note that the measure covers only these two services and leaves electricity and heating costs unchanged. Residents who qualify for existing low-income rebates administered through the regional social services office can combine both forms of relief on the same bill.

The city revenue office will apply the unchanged rates automatically on the next quarterly billing cycle beginning in September.
