The planning department’s staff report projects that 42 pending applications will require redesign, adding an estimated six weeks to review times. Homeowners who add accessory units on lots under 800 square metres will now need variances previously granted as of right.
Local advocates note that the change aligns Latin Quarter with the assessment methods used in the neighbouring municipalities, where average project approval times have remained steady at 11 weeks since similar rules took effect last year. The legislation states that fees collected from variance requests will fund a compliance assistance program administered by the city’s building division.
Budget figures and next steps
The council’s adopted 2026 budget allocates 1.2 million euros to update mapping software and train staff on the revised density calculations. Policy analysts say the figure covers one-time costs and does not require an increase in the annual property tax levy. Implementation begins with updated application forms released on 15 July and public information sessions scheduled for the last week of the month.
The planning commission will review the first batch of projects under the new rules at its August 19 meeting. Further adjustments to the ordinance remain possible if the regional planning authority issues additional guidance later this year.
