Paris Allocates €1.8M to Overhaul Le Marais Streets, Restricts Parking

The Paris City Council voted 31 to 12 on 7 July to approve a dedicated allocation for street redesigns in Le Marais under the 2026 urban mobility budget. The decision covers the 3rd and 4th arrondissements and sets new limits on through-traffic and on-street parking near Place des Vosges and Rue des Rosiers.
City budget documents show the allocation responds to documented increases in pedestrian volumes recorded by the Paris transport authority in 2025. Council records note that the measure forms part of a wider adjustment to national urban planning guidelines released earlier this year.
Changes to daily movement for residents
Under the approved plan, two blocks along Rue de Turenne will convert to timed loading zones only between 8 a.m. and 6 p.m. Local delivery firms and residents with permits will receive new digital access codes. Households on Rue des Francs-Bourgeois face removal of 120 metered spaces, with replacement spots directed to a new underground facility at the edge of the district. The council minutes list these adjustments as effective from 1 September.
The policy document states that enforcement will rely on existing camera systems already operating on Boulevard Beaumarchais. Residents who currently park on those streets will need to apply for the new permit system by 15 August through the arrondissement town hall.
Budget figures and rollout timeline
The 1.8 million euro figure appears in the July 2026 supplementary budget paper under line item 4.3.2. Of that total, 720,000 euros is assigned to signage and 480,000 euros to the underground parking conversion. The remaining amount covers traffic signal upgrades at three intersections. The government projects completion of the first phase by December 2026, with a second phase covering Rue Vieille du Temple listed for 2027.
Implementation will proceed in two stages, according to the council schedule released after the vote. Stage one begins with the Rue de Turenne changes in September, followed by permit distribution in October.
