Paris recorded a 14 percent rise in visitor arrivals during the first half of 2026 compared with the same period in 2025, according to city tourism data. At the same time the 18th arrondissement reported 2,150 households on the waiting list for social housing. Regional officials introduced the bill to respond to both trends at once.

Landlords who previously earned income from year-round short lets must now choose between long-term tenants or reduced seasonal use. Residents looking for apartments near the Sacré-Cœur basilica or along Rue des Abbesses may see more units return to the standard rental market after the new rules take effect. Enforcement will begin with fines of 5,000 euros per month for unregistered properties, the bill text states.
The legislation allocates 2.5 million euros for permit processing and inspections across the region in the 2027 budget. Of that amount, 650,000 euros is earmarked for the 18th arrondissement, where Montmartre sits. Local advocates note that the extra staff will handle an expected 3,200 new permit applications by March 2027.
Property owners who comply with the 90-day limit can still list their homes during peak summer months. Tenants already in long-term leases will see no immediate change to their contracts. The regional council will publish the first compliance report in June 2028.
Implementation starts 1 January 2027. The Paris city housing department will issue permits and conduct random checks beginning in the Butte-Montmartre neighbourhood before expanding to the rest of the arrondissement.
