The 18th arrondissement council approved an expansion of the local utility subsidy program on 2 July 2026, increasing direct credits on electricity and gas bills for residents earning under €35,000 annually. The measure targets Montmartre households in the Butte-Montmartre and Grandes-Carrières quarters and will be administered through the existing Paris Habitat payment system.
Why the change arrives now
National energy price caps are scheduled to end in August, exposing local bills to full market rates. Council records show average household energy costs in the 18th arrondissement rose 19 percent between 2024 and 2025. Candidates standing for the 2026 municipal elections have placed the subsidy expansion at the centre of their budget platforms.
Under the revised rules, qualifying households will receive a flat €22 monthly credit plus an additional €8 per dependent child. A two-adult household with one child living near Place du Tertre would see its combined utility statement drop from €148 to €118. Renters in buildings managed by Paris Habitat will have the credit applied automatically through their existing billing portal.
The 2026 arrondissement budget allocates €2.1 million to fund the credits through December. Productivity Commission modelling released last month projects that the credits will offset 14 percent of the expected post-cap price increase for the median Montmartre household. Local advocates note that applications must be filed by 15 August to receive the September payment.
Implementation timeline
City hall will begin processing claims on 20 July. Residents can submit documents at the mairie annexe on Rue Lamarck or through the Paris en Ligne portal. The program runs until the end of 2027 and will be reviewed after the first full year of payments.
