Montparnasse Council Freezes Water, Waste Fees for 58,000 Households Through 2027

The Montparnasse Borough Council passed the Service Fee Freeze Ordinance on July 7 by a 9-to-4 vote, locking water rates at 3.45 euros per cubic meter and waste collection fees at 189 euros per household for the full 2026 and 2027 calendar years.

The measure follows publication of the council's 2026 preliminary budget paper on June 28, which projected a 4.1 percent rise in operating costs for the water and sanitation departments before the freeze was introduced.

Monthly household cash flow

A typical three-person household in Montparnasse using 120 cubic meters of water annually will pay 414 euros for that service next year instead of the 431 euros that had been scheduled under the prior rate schedule. The same household will avoid the 12-euro annual increase previously planned for waste collection, keeping that line item at 189 euros.

Local advocates note that these two items together represent 8 percent of average monthly utility spending for residents earning between 1,800 and 2,400 euros net per month, the income range reported by 62 percent of Montparnasse households in the 2024 INSEE census tract data.

Implementation timeline

Billing adjustments will take effect on January 1, 2027, with the Paris water authority handling the revised invoices and the Montparnasse municipal finance office processing any overpayments collected in late 2026. The ordinance contains no provision for retroactive rebates on bills issued before the new year.

Council staff will present a compliance report on the fee freeze to the full assembly in March 2028, using consumption data collected through the end of 2027.
