Paris Approves 12-Storey Montmartre Project Adding 180 Homes

The Paris urban planning authority signed off on the Rue de Maubeuge project on 7 July, allowing developer Paris Habitat to start construction of 180 apartments plus 4,200 square metres of office space directly beside the Gare du Nord rail lines.

The decision arrives as Paris residential prices posted an 11 per cent year-on-year rise through June, according to the latest Chambre des Notaires data, while vacancy rates in central arrondissements dipped below 3 per cent for the first time since 2019.

Site sits between Pigalle and the main rail hub

The approved tower replaces two disused warehouses on the block bounded by Rue de Maubeuge and Boulevard de la Chapelle, a 10-minute walk from the Moulin Rouge and the Abbesses metro entrance. The scheme also includes a new public courtyard linking to Square Louise-Michel, the steep park below Sacré-Cœur that draws 3 million visitors a year.

Local estate agents report studio flats in the immediate catchment now list at €9,800 per square metre, up from €8,450 twelve months earlier, with demand strongest from transport workers and staff at the nearby Hôpital Lariboisière.

Timeline and resident next steps

Demolition permits are expected by October, with piling scheduled for January 2027 and first completions targeted for late 2028. The city has set aside €2.4 million for noise mitigation along the rail corridor and will open a public information office at the Mairie du 18e from 15 July.
